{"id":206,"date":"2018-11-05T02:10:22","date_gmt":"2018-11-05T02:10:22","guid":{"rendered":"https:\/\/students.pingry.org\/vitalsigns\/?p=206"},"modified":"2020-11-02T20:33:20","modified_gmt":"2020-11-02T20:33:20","slug":"new-jersey-5th","status":"publish","type":"post","link":"https:\/\/students.pingry.org\/vitalsigns\/2018\/11\/05\/new-jersey-5th\/","title":{"rendered":"New Jersey 5th"},"content":{"rendered":"<p><b>NJ-05<\/b><\/p>\n<p><i><span style=\"font-weight: 400\">NJ-05 race summary:<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400\">Incumbent: Josh Gottheimer (D), since 2016<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400\">Challenger: John McCann (R)<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400\">2016 swing: +8.26 (R to D)<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400\">Population: 647,258 (153,803 registered Democrats, 150,788 registered Republicans)<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400\">Cook PVI: R+3<\/span><\/i><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">New Jersey\u2019s Fifth District hugs the northern portions of Warren, Sussex, Bergen, and Passaic Counties and is arguably one of the more rural districts in the state. The district\u2019s eastern parts tend to have a fairly liberal voting record, while the more rural western parts of Warren and Sussex Counties are more conservative <\/span><a href=\"https:\/\/swingleft.org\/static\/resources\/primers\/district-primer-NJ-05.pdf\"><span style=\"font-weight: 400\">[1]<\/span><\/a><span style=\"font-weight: 400\">. Similarly, the same could be said for the income distribution across the district, with its eastern portion boasting some of the highest incomes in the nation while voters in the west of the district are characterized by lower incomes and a slightly lower percentage of high school graduates <\/span><a href=\"https:\/\/swingleft.org\/static\/resources\/primers\/district-primer-NJ-05.pdf\"><span style=\"font-weight: 400\">[1]<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Between 1932 and 2016, the district had not elected a single Democrat to the House; in presidential elections, leads upwards of six percentage points for Republican candidates were not uncommon <\/span><a href=\"https:\/\/ballotpedia.org\/New_Jersey%27s_5th_Congressional_District_election,_2018\"><span style=\"font-weight: 400\">[2]<\/span><\/a><span style=\"font-weight: 400\">. But with a Cook Partisan Voting Index of only R+3, the district seems unusually well disposed to the Republican Party, especially when compared to similarly Republican districts in New Jersey <\/span><a href=\"https:\/\/www.cookpolitical.com\/pvi-map-and-district-list\"><span style=\"font-weight: 400\">[3]<\/span><\/a><span style=\"font-weight: 400\">. However, the demographics of the district, one of the most rural and whitest in the state, would suggest that it would be very much inclined to produce conservative representatives, possibly in the mold of Trump <\/span><a href=\"https:\/\/www.census.gov\/mycd\/?st=34&amp;cd=05\"><span style=\"font-weight: 400\">[4]<\/span><\/a><span style=\"font-weight: 400\">. Indeed, with the exception of a heavily Democratic fragment of the electorate in Bergen and Passaic Counties, everything about the district would suggest that it is fertile ground for Republicans.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Yet in 2016, first-time candidate and former Clinton speechwriter Josh Gottheimer defeated Republican incumbent Scott Garrett <\/span><a href=\"https:\/\/www.nytimes.com\/2016\/11\/09\/nyregion\/new-jersey-house-race.html?_r=0\"><span style=\"font-weight: 400\">[5]<\/span><\/a><span style=\"font-weight: 400\">. Through a concerted attack on Garrett\u2019s fierce conservatism (Garrett was a founding member of the Freedom Caucus) and alleged opposition to same-sex marriage, Gottheimer was able to clinch the seat, albeit by a lead of four points <\/span><a href=\"https:\/\/www.state.nj.us\/state\/elections\/2016-results\/2016-official-general-results-house-of-representatives.pdf\"><span style=\"font-weight: 400\">[6]<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Since his election, Gottheimer has branded himself as a social liberal with a fiscal conservative and is one of the most conservative Democrats in the House <\/span><a href=\"https:\/\/www.govtrack.us\/congress\/members\/josh_gottheimer\/412714\"><span style=\"font-weight: 400\">[6]<\/span><\/a><span style=\"font-weight: 400\">. His campaign has emphasized protecting Social Security and Medicaid as well as increasing funding for infrastructure improvements <\/span><a href=\"http:\/\/josh4congress.com\/issues\/\"><span style=\"font-weight: 400\">[7]<\/span><\/a><span style=\"font-weight: 400\">. While he has reiterated his commitment to reducing taxes, he is vehemently opposed to last year\u2019s Republican tax plan due to its plan to roll back state and local tax (SALT) deductions <\/span><a href=\"http:\/\/josh4congress.com\/issues\/\"><span style=\"font-weight: 400\">[7]<\/span><\/a><span style=\"font-weight: 400\">. Gottheimer\u2019s Republican challenger, attorney John McCann, also takes exception to the elimination of SALT deductions, although h<\/span><span style=\"font-weight: 400\">is rhetoric on the whole has been much more pointed <\/span><a href=\"https:\/\/www.mccannforcongress.com\/issues\"><span style=\"font-weight: 400\">[8]<\/span><\/a><span style=\"font-weight: 400\">. His campaign platform critiques a variety of social and economic issues through a decidedly conservative stance, and, at times, echoes some of the sentiments of the Trump administration.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Looking at the polls, it appears as though Gottheimer has a slight lead over McCann leading up to Election Day, with major ratings listing Gottheimer\u2019s seat as either likely Democratic or safely Democratic \u00a0<\/span><a href=\"http:\/\/www.centerforpolitics.org\/crystalball\/2018-house\/\"><span style=\"font-weight: 400\">[9]<\/span><\/a><a href=\"https:\/\/www.cnn.com\/2018\/10\/27\/politics\/cnn-house-key-races-late-october-update\/index.html\"><span style=\"font-weight: 400\">[10]<\/span><\/a><a href=\"https:\/\/www.cookpolitical.com\/ratings\/house-race-ratings\"><span style=\"font-weight: 400\">[11]<\/span><\/a><span style=\"font-weight: 400\">. Furthermore, Gottheimer has outraised his opponent almost tenfold <\/span><a href=\"https:\/\/www.opensecrets.org\/races\/summary?cycle=2018&amp;id=NJ05\"><span style=\"font-weight: 400\">[12]<\/span><\/a><span style=\"font-weight: 400\">. This sudden increase was partially brought about by a McCann-commissioned poll in August that showed a three point lead for McCann <\/span><a href=\"https:\/\/newjerseyglobe.com\/fr\/mccann-poll-has-gottheimer-ahead-by-9-points\/\"><span style=\"font-weight: 400\">[13]<\/span><\/a><span style=\"font-weight: 400\">. However, an October poll (also commissioned by McCann) concedes that Gottheimer currently has a nine point lead, though it maintains that the race is still competitive <\/span><a href=\"https:\/\/newjerseyglobe.com\/fr\/mccann-poll-has-gottheimer-ahead-by-9-points\/\"><span style=\"font-weight: 400\">[13]<\/span><\/a><span style=\"font-weight: 400\">. The Republican Party is similarly optimistic, and has listed the district as a 2018 offensive target since July <\/span><a href=\"https:\/\/www.nrcc.org\/2017\/02\/08\/nrcc-announces-initial-offensive-targets-2018-cycle\/\"><span style=\"font-weight: 400\">[14]<\/span><\/a><span style=\"font-weight: 400\">. However, winning a district where there is a similar amount of registered Democrats and Republicans depends on courting independent voters.
